One Region, One Network
How iEnet became the technology integration partner behind the largest smart connected traffic corridor program in North America.
Client: Coachella Valley Association of Governments (CVAG) & Crosstown
Role: Technology Integration Management Partner
Partnership Since: 2021 – 5+ years and counting
Overview
CV Sync is the largest smart connected traffic corridor program currently underway in North America — a fiber and radio backbone linking nine cities, Riverside County, Caltrans District 8, and Tribal Nations across the Coachella Valley into a single regional traffic management system. Twelve agencies. Dozens of vendors. Hundreds of thousands of visitors moving through the corridor every event weekend — Coachella, Stagecoach, the BNP Paribas Open — on a network that doesn’t get to pause for construction.
On paper, a program this size gets built the way most public infrastructure gets built: an engineering firm designs it, a contractor wins the bid, and a list of vendors each deliver their piece — cameras, switches, controllers, software — to spec. What that structure doesn’t guarantee is that all of it will actually work together, or that the agencies running it will have one place to turn when it doesn’t.
So, how do you turn dozens of vendors and 12 agencies into one coordinated system without ever taking a live regional traffic network offline?
The Solution
As Technology Integration Management Partner, iEnet owned network architecture, systems integration, and vendor coordination across the program.
- Resilient industrial network: Modernized the legacy network and expanded it with 300+ industrial Ethernet switches, redundant ring architecture, and centralized network management to improve resiliency, visibility, and recovery from field failures.
- Unified video & analytics: Consolidated nine city video systems onto one platform with failover at the Regional TMC and backup TOCs. Analytics alert operators to wrong-way drivers and vulnerable road users, with custom counts at priority intersections.
- Layered cybersecurity: Network segmentation, next-generation firewalls, and secure remote access, managed from a centralized platform with zero-trust access rolled out network-wide.
- Scalable server infrastructure: Redundant VMware clusters host every vendor’s platform, so new capabilities don’t require new hardware.
- Integration Management: Led weekly cross-vendor meetings and submittal/RFI review, using shared commissioning/acceptance templates. Crosstown credits this with keeping the project on schedule.
- Lifecycle support & complete handoff: Every agency received full closeout documentation, including network and analytics configurations and system backups.
The Results
Two years into Phase II’s work integrating more than 200 additional intersections into a live system, CV Sync looks like proof that a program this size can actually work. What runs today is a single coordinated network across nine cities and 12 agencies, with real redundancy built into the design, a regional video system that fails over between cities instead of going dark, and analytics tuned to catch incidents in real time instead of just logging them.
That reliability didn’t happen by accident — it was earned. “We had to very much prove ourselves that if a piece of equipment wasn’t working correctly, we verified that everything was in line and done correctly,” said Patrick Lisosky, iEnet Project Engineer on the program. “Given our involvement in the CV Sync project, we quickly had to become experts in every technology that connected to the network, giving us clarity to fully understand and troubleshoot when issues were encountered.” By Phase II, other vendors and contractors on the program were bringing their own proposals through iEnet before finalizing them — a level of trust that, as iEnet Project Engineer Denis Cehic put it, “builds iEnet’s reputation, not only in Coachella Valley, but across every other project those vendors touch.”
